ok girls and boys. to get the intro effect you need to have a slapbackdelay pedal on and a wah in the down position. Then you can either do the thing on the 22nd fret or use the wah and slapback while quickly hitting the strings g b e above the nut.
On the verse use a wah to get that cool effect and a step effect from zoom should cover that twinkle thing.
For the intro try, pitch shift pedal
set at two octaves up. Delay set to
a beat apart. Natural Harmonics at 5th
fret on G,B,E strings. And dive pitch
with pedal.
Could also try the riff with an extra
note,

bluestring's got it right on this one, tom morello uses the dive on his whammy pedal to create the sounds at the beginning of the song. also right on the pull-off from the G note on the low D string. just as an added suggestion, if you barre the 3 low strings on the chorus, it sounds pretty hardcore, as opposed to just the one note on each:
