You can most likely buy a tab for this song. Sokolow does instructional 
DVDs. I own one. Not this one. It would be weak to copy a tab and claim 
it as my own. 

I will say this: The task of doing an arrangement from the original
would be a lot harder due to (1)the  quality of the recording (2) Willie's
playing a twelve string (3) Can't see his hand on a 78 rpm record.

One thing Fred does consistantly in this song is to play something as 
"three and four and" and then in the next measure play it as "two and three 
and" reversiing the order of the treble strings ***
