Neutral Milk Hotel reference. There's a song on their cult-classic record, In the Aeroplane Over the Sea, called "King of Carrot Flowers Pts. 2 & 3" and part 3 sounds a little like that part of If Work Permits. (King of Carrot Flowers Pt. 1 is also on the record. You should hear it. It's a decent listen. Though it's certainly no Dog Problems in my opinion.
