I don't know the exact chords because i play it by ear on youtube.The tuning is CGCGCC with a capo on 2. You move your finger up and down the first and second strings than the last ones!
Just looked for the song on youtube.
While I agree with you about the capo comment the resulting tuning is Ds and As.
Also, I would urge you to check the San Francisco video posted by katiehthegreat which looks to be very similar to the way I play it and have written out.
I certainly don't believe this tab is worth just 2/5 but that's up to you and others that use it.
this is how i play it pretty much, apart from some sections of the tab aren't right.

it's much easier if you just use the one finger, so it should be open string on the 2nd. :)
i know it's not how laura plays it, but it still sounds pretty spot on.
