Everything in this song is in 4/4. The chords in the verse don't come on the 1 beat, they come on the last eighth in the bar before. That's what you call an eighth lift. That way you'll find that these 7/8 and 9/8 bars are superfluous. Such time signatures are way too complicated for simple music as Offspring.
maybe, but the drums and the others instrument must to fit in the 4/4, and if you don't put the 7/8 in such compas, the drums would discoordinate in the compas, and the chords in the riff would not fit just in 2 compas (the same in the drums), so i tried to fit all the chords and the drums in the same compas, the clymbals at the beginning of the compas because it's the normal, and it's te simplest way to fit every chord, note and rythm at the beginning of he compas. if you wanna try to put all the song in 4/4, you'll see what i'm talking about (sorry for my english)
one more thing, you must think this is a cover... so The Police is the one who make the song, not Offspring
