well, I'm not sure, but don't you think the tuning is CGDGBE, which is just Drop-C for the two lowest strings. This tuning is also used on Limo Wreck as far as I know, and it really fits a lot better :)

nope, this tuning is correct. Cornell stated in an interview that the tuning they used for this song was something complete original and made up by the band.
