And at some point it plays a slightly slower part different
to the one below, it's just the chords from the main riff
slower, the strumming pattern's not hard to work out.

Okay job. Most parts are right but it seems you've picked the oddest way of playing them hah
you're missing a piece. After the first ferse, when they continue to play yhe 'main riff', it's a C instead of F. but cool tab
It should be an E barre chord on the 7th fret with an open e at the bottom down to a B barre chord on the 7th fret with an open first two strings for the beginning like:

The second part is meant to end on a G#, not an A
Everything is wrong about that riff, but close. You can see how the riff is meant to be played by searching "Guitarings City Hall part 2" into YouTube.
You also missed out part of the song.
