Umm.. the song is 'Stuck Inside Of Mobile With the Memphis Blues Again'.. and those chords are the right ones only if you're not using a capo. However, Dylan does play this with a capo on the 4th fret, so the E=C, C#m=Am, etc.

The title is wrong, but this is the only tab on this site that actually has the chords right! To play it - like Dylan does - with capo 4th fret in C, just use the transpose funtion and transpose down 4 steps. The "B9sus4" which will not transpose here will then be an "F/G". The whole chorus will look like this:
