the lyrics are wrong. it's not 'buy that boy a wooden pipe', it's 'buy that boy with a pipe'.

Boy With A Pipe is a famous painting by Pablo Picasso during his Rose period. The painting sold for $104 million. Hence why they would have to empty their bank account to purchase it.
