All the chords in this tab are a whole step below the recording. I wonder if the writer used a capo when transcribing this tab, if so should be mentioned.

You're right, if you capo 2nd fret and use the above chord shapes you'll match the recording. However, a person may actually play it a whole step down due to their vocal range (my group does just that).
