Yea flat tuning works better, although i cant say i've seen Elliott play this song
Abm = Am
B = C
Ebm = E
F# = G
You can play it the way you have it, its just a bit easier to play it with open chords.

Elliott played most songs tuned down a whole step. This one is played with mostly open chords if it's tuned that way.

The Ebm/D#m should be barred up higher.
Or aiming for the higher 4 strings if played open.
^This is a must to sound right^

The book 'The Essential Elliott Smith' offers a more in depth transcription (more notes with the electric guitar).

This book and every other liable source says to play Barre chords.

It offers playing with a capo on the 2nd fret in standard. This would make the intro played as (F#m - A - E - C#m) relative to the capo.

They show an addition chord in the chord chart. This is what I suppose the reason for the capo is.

I gathered this information from a preview page of this score.
I don't know where this chord is located but I thought I'd throw it out there. I haven't bought the book yet or but that much study in this song yet. I highly recommend this book because it looks really accurate and legit.
