is this just the e string down or all of em? anyways, they both sound funny.

by step, i believe a "whole step" is meant... aka, tuning like this:

D G C F A D

I also disagree with the chord form for D7/F#, even though it's just an awkward chord in general, a much easier way to play it is:

In the intro and chorus, it's played like you said, but the C transition is different
