What on is this? I have musical training in many forms but 1-4 time signatures?
Come on....just write out the tab

He's refering to the chord numbering system at the bottom of the tab. This allows you to transcribe the chords anyway you wish.

Example: 1 2 3 4 5 6 7
Key of C: C D E F G A B

So if you wanted to play it in the Key of D, you can just make D the starting note.

There's not too much to understand here...

I think it sounds closest in A, so 1 would be A, 4 D, 5 E, 2 B, and that's pretty much all you need to know. Its a bit confusing since everyone on this site is used to chords appearing in a guitar tab format, but it's really not too bad.
