Intro:

D-D7-D6-D7 (X2)
D/E-A7-E7-A7
D-D7-D6-D7

D D7 D6 D7
     Everybody's talking at me.
D D7 D6 D7
     I don't hear a word they're saying,
D/E A7 E7 A7 D-D7-D6-D7
Only the echoes of my mind.
D D7 D6 D7
     People stopping staring,
D D7 D6 D7
     I can't see their faces,
D/E A7 E7 A7 D-D7-D6-D7
Only the shadows of their eyes.

Chorus:

G A7
I'm going where the sun keeps shining
D D7 D6 D7
     Thru' the pouring rain,
G A7
     Going where the weather
     D D7 D6 D7
     suits my clothes,
G A7
Backing off of the North East wind,
D D7 D6 D7
     Sailing on summer breeze
G A7 D-D7-D6-D7
And skipping over the ocean like a stone.

(Repeat-Chorus)

That's it, enjoy!

-Victor.

These chords you give are not correct:

D7 is xx0212, not xx0222.
xx0222 is Dmaj7.

D/E is 000232 or xx2232, not xx2033.
xx2033 has the notes e,g,d,g whatever you may call that, but a D must have d,f#,a.

E7 is 020100 or 022130, not xx2003.
xx2003 is a variation of Em.

So the question is always: Is the chord name or your tab correct?
