Chords need to go over all the lyrics not just the first verse and chorus, otherwise people can't read the lyrics and play at the same time which is part of the point.

If it bothers you, you could just copy and paste the tab into word and add the chords to the other verses. I usually memorize the chord changes(as everyone should) and just read along with the lyrics if I have to sing and play. The person spent the time doing this, a thanks might be in order as well.
