The other tab is a half-step too high, and had a few chord changes out of place or lacking.
You could play this with a Capo on 2:
B = A shape
F# = E shape
E = D shape
G#m = F#m shape

	   B F#
That means no where I come from. I am cold, out waiting for the day to come.
	  B B F# E
I chew my lips, oh and I scratch my nose, feels so good to be a rose.

   B
Oh don't, don't you lift me up like I'm that shy, no no no no no,
             F#
just give it up –
  	     E F# B
There are bats all dissolving in a row
 	 E F# G#m
into the wishy-washy dark that cannot let go.
             B
I cannot let go, so I thank the lord, and I thank his sword!
 	   F# G#m
'tho it be mincing up the morning, slightly bored.
   B E B E
O, morning without warning like a hole, and I watch you go.

  		    B F# E
There are some mornings when the sky looks like a road.
 		     B F# E
There are some dragons who were built to have and hold.
 		B F# E
And some machines are dropped from great heights lovingly.
         B E B F# E
and some bellies ache with many bumblebees. (and they sting so terribly).

          B
I do as I please. Now I'm on my knees.
 		               F# G#m
Your skin is something that I stir into my tea.
         E G#m
And I am watching you and you are starry, starry, starry
		 B F# E
and I'm tumbling down, and I check a frown.
 B
It's why I love this town. Well, just look around:
 	  G#m
to see me serenaded hourly! celebrated sourly!
 E F# B
dedicated dourly; waltzing with the open sea –
F# E F# G#m
clam, crab, cockle, cowrie : will you just look at me?
B	D	B	F#	E x3 (3rd time) F# B
Oh… Hmm

there is an E missing from the beginning of "tho it be mincing up the morning" and an F# in between the B and E with "and i watch you go"

with some machines are dropped from great heights lovingly it is B F# G#m
and at the end that D is supposed to be an E. Joanna is my dream woman
this are simmple corrections that most people can figure out themselves but if not this might help.

Yeah, I was going to mention the same corrections. Sounds great with capo on 2nd fret and arpeggio, though.
