D7#9 needs to be 4th fret D string, 5th fret A string and G string and 6th fret B srting.

D7b9 needs to be all string 4th fret and A string and G string 5th fret.

This one is the closet I've seen here. I would change the D7-9 to a Ebdim. It would be a D7-9 if the bassist stayed on the D, but he clearly raises it to an Eb.
Figuring out on a piano or keyboard is the best way to go. This way you can play the recording with the piano, and keep replaying over a chord in question. This way you can eliminate or add any note until you get it spot on.
I rarely transcribe on a guitar. After I nail down the chord ( or melody line )on a piano, I'll go to the next step and go the guitar and figure out the voicing and fingering.
