It's about a singer, Vera Lynn, and her song you can hear at the end of Dr. Strangelove.

There is absolutely nothing about Barrett on The Wall. It is all about Roger. If you watch the film The Wall, the opening song is by Vera Lynn, the song about Christmas, before When The Tigers Broke Free starts.
