the verse is on the low D string not the A string

The verse is not on the low D string. Both of the guitars are in C tuning, and alternate between D and C on the verse, just like I have written on the bass. Were it the same frets on the low D string, you'd be going between F and G on the bass, which, while not technically out of key, would be wrong.
