The other version is the correct version. With a capo in the first fret. There's no down tuning needed at all.

This version is probably the best one on this site, although it's not in the same way Steam Powered Giraffe play it. If you transpose it down a tone (2 half-steps) and put a capo on first fret, this is more how they play it. Some of the chords are still incorrect however, for example, I think most, if not, all of the Am chords are actually Am7.
