Those G13/F ,Em9/D & E9/D, I just don't hear them. The bass is definitely playing in C down to Em as roots, but it's busy & not hitting the root on every beat, so it's perhaps misleading. The bass IS the chord; I don't hear F's & D's there. All the other versions suggest C's & Em's with some suspensions. Also, on the break at the end of "change of heart" the guitar/piano riff is technically on the B (or the 5). I think the bass hits that.

Since I play solo, i try to 'catch' as much of the overall sound into the chords. You may be right all the way, but when i play the other versions i do not hear that whole sound. Thus i wrote my version.
The only thing i know about steely dan - music is that nothing is ever simple.

The sequence in question: G13/F and Em9/D "Rikki don't lose that number-its the only one you own" is two triads alternating over one bass notes---and then the same two triads alternating over another bass note. I have heard the same idea in at least two other songs . :Choruses in the songs "It Keeps You Running" By the Doobies and "Time in the Keeper" by Ian Thomas.

The first line is alternating Em and D triads over a C bass.
And the second line is alternating again Em and D triads over and E bass.

On Rikki, most of this is done in the vocals and the guitar is far back in the mix. I only hear a faint C chord played at the end of the first line and a faint Em chord played at the end of the second line.

IT's easy to play incorporating all the notes on a keyboard --but I wouldn't want to try it on guitar.
