Steve Earle does lots of modulation on the D (mostly sus2 and sus4 from what I can tell)

D
This city won't wash away
This city won't ever drown
Blood in the water, and Hell to pay
Sky tear open and pain rain down

G
Doesn't matter let come what may
Em
I ain't ever gonna leave this town
D
This city won't wash away
This city won't ever drown

D
Ain't the river or the wind to blame
As everybody around here knows
Nothing holding back Pontchartrain
'cept a prayer and a promise's ghost

G
This town's digging our graves
Em
In solid marble above the ground
D
Maybe our bones will wash away
But this city won't ever drown

D
This city won't ever die
Just as long as our heart beats strong
Like a second line steppin' high
Raisin' hell as we roll along

G
Gentille to Vieux Carre
Em
Lower 9, Central City, Uptown
D
Singing jockamo fee nané
This city won't ever drown

G
Doesn't matter 'cause there ain't no way
Em
I'm ever gonna leave this town
D
This city won't wash away
This city won't ever drown.

He actually plays it in Open D (D A D F# A D). You can see him strumming the D open around 0:49 here: http://youtu.be/3YCz22bM38E?t=47s

All wrong! Song starts with a C Chord and" your capo on second fret." I PROMISE YOU! Try it for yourself along with the song and you will DEFINATELY agree. First chord C, second chord F, etc.... continue............ You need that capo.
