is "standard", but with each string tuned sharp a 1/2 step:

That's it.  It's actually pretty simple and repetitive once you have the sharp tuning.  
I learned about The Rapture's tuning from them in 2001.
Use a Fender Strat + Bassman amp in order to get that insane tone.
