Basically, I will transcribe the chord progression.  This song is so strange
because it changes keys and because of all the different instruments in it.
Please escuse me if the lyrics are screwed up, it is so difficult to
understand what he is saying.  Oh, well, here it is:

I take it you are American mate?
Understandable you miss the English cultural references:
"He drinks his age in pints"
"He spends his weekends with a load of blokes" (guys)
"Till his nicotine fingers are stuck............"
"He blamed his fiancee when he caught VD" (Venereal Disease)

"The tablets are finished....."
"17 pints.............."
The bit you cant make out is: " a flourecent jam sandwich with flashing blue light" (A British police car in the 70's/80's, white with a red stripe through the middle like a jello sandwich).
and, "mums waiting up"
