Bar your first finger with your fretting hand on the 4th fret and hammer and pull-off with your right

this is repeated 4 times but at the end of the 4th time you add:

It's not actually a capo on the fourth fret, he just holds his pointer finger down on the fourth fret and taps. Doesn't really matter with this tab but if you want to play the rest of the song in the right key that's how you gotta do it.
