Are the "-" chords supposed to be "/" as in Eb/Db?

Either way, how would you even play that?

No, great question. The hyphen means that you change very quickly from one chord to the next, almost like a slide. If you listen to the original recording you will hear how quickly you must play the two chords. It takes quite a bit of practice, but it can be done.
