Just clarifying, I believe all the A's and E's are minor. And the first progression is the 6th, 3rd, 2nd, and 1st strings open, the 5th fret on the 4th string, and then a the 7th fret of the 5th string, then 6th, 5th, and 4th.

Em, Em/Eb, Em/D, Em/Db

The way that Tom Petty plays his song is with the chords that you're talking about, BUT if you try playing the song the way that I described it, it sounds similar and you don't have to play open chords. All you have to do play an E power-type chord on the seventh fret of the A string with your index finger on the 7th fret of A and your pinkie on the 9th fret of the D string . . . then stretch the index finger up one fret for each different sound. This is "merely" an alternate way to play the song.

The chords names are Eminor, EmMaj7, Em7 and Em6. It is also are line of chromatic notes going down from E minor. Great to play within an Eminor chord with ringing three topstringm making an Eminor chord in itself,,,thx to Tom and Jeff !
