Over "when the sun sets over the sound," "and everybody forgot," and "and when the maids they turn out the lights" he plays C C/B Am D.

You're right. I believe he is also playing a D7 so it would be C C/B Am D7.

Watching his 2012 tiny desk concert here, http://www.npr.org/event/music/165279053/ben-gibbard-tiny-desk-concert, it does appear to be a D7. Nice catch.
