1/2 step down means all the strings are one note lower than normal. One way to do it is put a capo on the first fret, get out your tuner and tune it to standard with the capo on, and then take the capo off to play. As for the other comment, yes it's simplified, that's why its CHORDS not "TAB" (look at the heading). Chords don't show hammers, pulls, bends, or slides, tabs do. If you have a good tab then submit it, but there's a lot of people that prefer to play from chords, and probably some that like to use sheet music. If you're good enough, you can figure out the hammer ons yourself from the chords.
