If you slide 2nd to 4th on the D string and then back to 2nd and play the open D, sounds like his basic little breakdown riff

I believe the tuning is actually drop D. Gives you the ability to use all 6 strings with the nice low drone of the open D.
If you watch the live @ Red Rocks video for this, he and his guitarists are all in drop. Cheers.
