I think you're supposed to play it one octave lower, with a tic-tac muted picking technique, and an "octave up" effect running at the same time. Also, today, I finally figured out the tuning issue: It's not a whole step down, it's not a half step down. It's about half way in between. I have a theory that Damon sang the megaphone verses half a step down, and then they pitched that (and the bass guitar) up by about 50 cents to give a more unique tone to his voice, and make it sound less like him. That's speculation, though - either way, the song is definitely played at that half interval between D and D#. Very strange. Similar to "e-pro" by Beck.
