The lyrics are disputed but it's almost definitely based off a theory about US-led mind control experiments which used LSD. "these men are convicts" makes more sense since the test subjects were convicts etc. Near the end it talks about "if you smell the almonds" not omens that's a reference to cyanide smelling a bit like almonds. It's likely the end is about KGB agents coming after him since the things he was developing were going to be used on KGB agents.
