The reason he writes it Fb is because of the way the song was written. Partially because the song is in F, and also because that brief E chord at the end of the expression serves to add to the melody, the equivalent to using "Ti," or a half step below the tonic before wrapping up a phrase. So a lot of the time when you see E written as Fb, it's to imply that it's being used in that context as opposed to as a random VII chord, or more likely a key change.
