I think it's E instead of Fb? because E is the same as Fb

The reason he writes it Fb is because of the way the song was written. Partially because the song is in F, and also because that brief E chord at the end of the expression serves to add to the melody, the equivalent to using "Ti," or a half step below the tonic before wrapping up a phrase. So a lot of the time when you see E written as Fb, it's to imply that it's being used in that context as opposed to as a random VII chord, or more likely a key change.

I know this is old, but the key of F only has one flat and that's Bb, so it would still be E not Fb.
