Neil Young wrote this song about the uncle of some good friends of mine. Apparently Neil bought some property that Mr. Pedro and his wife lived on, working for the former owner. Neil kept them on, got to know them, and ultimately ended up writing this song in tribute to Mr. Pedro. My friends have pictures of their aunt and uncle with Neil Young, and a letter describing the event. Mr. Pedro has long passed, as has my good friend, his nephew Gerald Pedro. God bless Neil Young and the Pedro family for their contribution to the music world.
