Every note was tabbed flat. You either have to half step, or just move each fretted note up one.

The main melody is tabbed one fret up. If you tabbed it out when in E Flat, then this would make sense, but not the 15/17 fretted notes. It's like you tabbed half of it in standard and the other a half tone down.
