I'm pretty sure your "theory" is not correct. If you read the book "On the Road With the Ramones" it will tell you that in fact this song was written about Presidebt Reagan going to Bitburg. It says that the band was watching the news and saw that which inspired Dee Dee Ramone to write the song. The name was changed to "My Brain is Hanging Upsidedown" because Johnny Ramone was offended that the other bands were calling his "favorite" president a monkey.
