Are you sure that the chord in the verses is a Bb, not a Gm? They are very similar chords, and I´ve been debating with myself over which one it is. However, I watched a video of The Decemberists performing this song live, and it didn´t look like Colin moved his hand to either position appropriate for playing a Bb chord.
