That F# note that you suggest on the D string is part of the Em chord. It's hard to play the lick on the G string, then hit the F# note by itself, then get back to Em while keeping time. Since that note is part of the Em chord I just go straight back to the chord.

Also if you're playing on an electric or are really good at sliding you can play the riff like

G]-2/-s4/-s2-0- Em

I think that's how Tweedy does it. I just came up with the hammer/pull alternative because I couldn't get the sound to stay alive while sliding on my acoustic.
