I have seen him play this in several videos, and in person. He plays it both ways. Check out his duet with Damien Dempsey, where he is playing it without a capo.

Great song! Love the history it implies.

This isn't how Glen plays it. I've watched 2 videos and saw him do this live and he has a capo on the 5th fret and he is playing it in D not G. This is good and it would work but not quite how he does it.
