I'm pretty sure the Em is a Em7, the G is a big G and the C is a Cadd9. To put into context, in the order of the EADGBE strings
Em7 = 022033
Cadd9 = X32033
G = 320033
D = XX0232
As you can see, the B string never changes and the high E string only changes a little for the D chord.
I was watching Halsey's performance on Sirius (it's also on YouTube) and I am pretty sure that is what she was doing.
