This is how I play the song. Suggestions and corrections welcome!

Bb E B Bb

Bb
I stayed inside all morning
G
watching waves of rain pass over
F
cold and dry by the window

I didn't turn a light on.
      Bb
The fireplace dead since last night
G
emptiness inside, cold morning
F
low grey sky immense living belly

of a silver fur thing.
    Bb
In waves of weather the house lies
G
piled up wood with me inside
F
I'm piled up dust, alive, dreaming

or walking whirlpool of water
Bb
awake and indifferent
            G
looking at cars go by and then get forgotten
  F
only a sound of a waterfall breathing out

in one long exhale
Bb
rings in my ears for a moment
G
then another wave of rain blows over
F
greying out the light

the lawn through window seems undiscovered.
    Bb
A separate way of seeing.
    G
A separate way of breathing it in.
   F
A lost world separate from the usual

barely meaningful waking and dreaming.
Bb
Lost in an unfolding
G
thinking about what to do with a day
F
sitting while the light dies

until finally it's over.
   Bb
In blue dusk I finally step outside
G
breathing in the cloud that has settled
F
noticing a black looming house shape

and at last my eyes crack open.

This is pretty much bang on, the interesting thing with this song is that all the voicings use the same shape with different bass notes, like this Bbmaj7 Gsus2/mAdd9 Dmin/F Dmin7sus2/E(?) x x (0) (0) 3 3 3 3 2 2 2 2 x x x x 1 x x x x 3 1 0

This video offers a pretty clear view into what chords he's playing on the song. They're these weird, complicated things that don't match up with regular chord shapes for the most part but he relies heavily on a D-chord shape in almost every chord of the song. https://www.youtube.com/watch?v=_3gPDi-Yu9I
